नागरिक का शब्दिक अर्थ है - ‘नगर में रहने वाला। परंतु अब इस शब्द का अर्थ-विस्तार हो गया है। अब देश के प्रत्येक वासी को नागरिक कहा जाता है, चाहे वह नगरवासी हो या ग्रामवासी हो।आदर्श नागरिक से तात्पय है - ऐसा देशवासी, जिसका व्यवहार देश के तथा देशवासियों के हित में हो।

आदर्श नागरिक वह है जो अपने देश के सभी नियमों-कानूनों का पूरी तरह पालन करता हो। पूरी तरह पालन करने का तात्पर्य है, वह कानून को धोखा देने की कोशिश करे। कानून सभी नागरिकों की सामूहिक इच्छा को ध्यान में रखते हुए बनाए जाते हैं अतः नागरिकों को चाहिए कि वे अपन पर संयम रखते हुए उन नियमों का पूरी तरह पालन करें। यदि काई कानून उसकी निजी इच्छा के विरूद्ध हो तो भी वह समाज की इच्छा का सम्मान करते हुए अपनी निजी इच्छा को रोके या फिर कानून के विरूद्ध जनमत खड़ा करके कानून को बदलवाए। परंतु कानून का उल्लंघन करना, उसे धोखा देना, उसे अपने हाथ में लेना नागरिक के लिए ठीक नहीं है। केवल कत्र्तव्य-पालन कया केवल अधिकार-भोग दोनों गलत हैं। कत्र्तव्य का पालन करने वाला नगारिक श्रेष्ठ होता है।
